This is not an ERROR in the Congressional Reform Act.. To respond to this quote. Congress is in place to make the decisions that reflect what the people want. If the people want this Act it will be implemented. Isn’t that the way its supposed to work? No member of congress will be forced to stay in office if they do not like the changes made if this Act were to pass.
