This does not make any sense to me. I own four cars, all with cruise control, and all of them immediately disengage cruise control with the slightest tap of the brake.
A quote on your page by Highway Patrol Trooper Mike Block, says "This makes having it activated dangerous, because it will not allow you to slow down during a skid and you will continually accelerate. This does not allow you, the driver, to regain control of the vehicle."
When a car starts hydroplaning or skiding, people's first reaction is to hit the brakes, which immediately disengages the cruise control. It doesn't make sense that having cruise control turned on would "not allow you to slow down during a skid".
Perhaps even the highway patrol has fallen for a popular myth?
