Analysis: Reactions to this fast-circulating curiosity have ranged from "Wow, that's eerie!" to "Obviously some people have too much time on their hands." Amen to both.
If you use your imagination, the images formed by folding a "new" (1998-issue) U.S. $20 bill as instructed do vaguely resemble portions of carefully selected photographs of the 9/11 terrorist attacks. Sure, it's an eerie coincidence, but any deeper significance is strictly in the eye of the beholder. To refer to the phenomenon as a "commemoration" or "remembrance" of the events of September 11, 2001, as the texts of many variants posted on the Web and circulating via email do, is to imbue it with a meaning that isn't objectively there.
Update: As it turns out, folding a series of U.S. bills beginning with $5 and ending with $100 produces what some regard as a chronological vignette of the World Trade Center disaster. See "The Greenback Prophecies."
