I do not know if this will help, but in the early '80s this was done with Army boots by a person who just was discharged. Almost everyone I know who got out at that time would put at least one pair of their boots over the wires — I guess a rite of passage for leaving the Army. I do not have any deeper knowledge than that. No idea who started it. By the way, this was at Fort Carson in Colorado.
